Our History

The background of our organization is diverse and one we are proud to share.
  • 1972C.U.R.E. Beginnings

    Formed to support and protect the rights of those incarcerated providing advocacy in the adoption of was to protect those who have committed, in some cases, terrible crimes against their communities.
  • 2022Our Birth

    Believing in the basic human rights of those whom have broken our laws and assisting those that have been wrongly convicted, we launched this organization to assist families and inmates.
  • 2023ReOrganization and Direction

    A year of organizing and advocating, we aligned ourselves to be in a position to address many of the multitude of issues facing both the inmates and their families.
  • 2024Our Official Launch

    The recognition of these problems by a plurality of organizations, we are now aligning and evaluating each of these programs to form alliances and focus these fragmented efforts.

Tragically Prison Destroys Families


The time for change is now.  You can make a difference to many by providing your talents to support our families.

We need your help with more than just a donation.  Your voice, combined with the voices of all of our supporters have made changes to policy already.  We believe in the firm hand of the law, however, in many cases the private/public partnerships and contracts have created cruel and unusual treatment in violation of our U.S. Constitution.  The equitable and moral treatment of prisoners is, above all else, just.


The stand we make today for true justice affects the false imprisoned along with the justly imprisoned.  Our duty to our citizens is to help to support families to find advice, consultation and support during difficult times they are not responsible.


By joining TX C.U.R.E. your voice can be heard and amplified.  We offer information for the general public and we encourage you to support the spreading of information through many of our developing channels of communication.

We are organized into 6 Texas regions with strong leadership needs to address the needs throughout the state..  Whether you can provide a limited amount of time or if you can dedicate to a full Ambassador role, we are looking for you.

Meet The Board

SCOTT
Scott A. Bethel, B. Gen. (Ret.) USAF, President.

Scott is a retired USAF Brigadier General who served with distinction and honor for 28 years.  He has nearly 40 years of successful senior management and leadership. He has focused on effectively creating organizations, structures, and effective management for Defense, Education, Oil and Gas, and Real Estate Companies.

Mary-Parker
Mary Parker, LPC, S, Board Member, and Team Member in our Youth Ambassadors Program and on our Family Outreach Team.

Mary has her Master’s in Psychology with a focus on child/ adolescent development. Mary is STOMP Trained by the US Military to work with military families with disabilities and is trained and certified in and for autism and behavioral interventions utilizing applied behavioral analysis; Neurofeedback; IFMP Trained by the US military; Genetics: Autism; ADHD; Integrative mental health and life skills.

CHARLIE
Charlie Malouff, Vice President

Charlie brings a very unique background and perspective to the world of criminal justice advocacy.  Charlie is an honorably retired and decorated chief of police and Military veteran with over 29 years of public service. And, Charlie is formerly incarcerated.  Charlie has over 45 years of progressive, diverse, supervisory and management experience.  Charlie also oversees the CENTRAL TEXAS REGION

KJ
Kwame "KJ" Johnson, Board Member and Team Member on our Veterans Team and Partners In Education Program and oversees the SAN ANTONIO AREA REGION

Kwame has extensive experience in higher education admissions, recruitment, and student support services. As a former Human Resources Assistant with the US Army, he is an asset to our Veterans Team.   He is “Mission First” and immerses himself in whatever task or project he is involved in. 

STACEY
Stacey Harris, Secretary/Treasurer

Stacey volunteers her over 30 years of professional knowledge and experience as an Accounting Administrator for a title company and former Branch Manager and Assistant Branch Manager in the banking industry with Bank of America, Regions Bank, and Chase Bank.

Kathy "Kat" Morenoz, Board Member and Team Member on our Events and Marketing Teams.

Kathy is a publications director for a municipal lifestyle magazine and event venue manager with extensive experience in coordinating public events. She has proven expertise in team collaboration, effective communication, and ethical decision-making.

Dr. Lovelace Quarshie, DNP, APRN, LA, RN, Board Member and Director over the Doctors Without Walls™ and Family Practice Programs

Lovelace is the former Vice President of Samaritan Health Services, a non-profit health clinic.  She is a recognized innovative healthcare leader with a depth of knowledge in driving transformational experiences

DIANE
Diane Nowlain Board Member and Team Member on our Events Team.

Diane is an accomplished and experienced leader with more than 25 years of hands-on experience specializing in Catering/Event Planning.  Her outstanding leadership as a successful business owner are an asset to our programs and the organization overall.

COASTAL BEND

DAVID
David DeLeon. David, a Marine Corps Veteran, together with his wife Sandra, have fostered 19 children and served at the Nueces County Juvenile Justice Detention Center working with at risk youth and their families. Additionally, David served in South America, working with children and families affected by human trafficking and prostitution. David is honored to support C.U.R.E.’s mission and contribute to meaningful change in the community and proud to serve on the C.UR.E. Veterans Team. He values transparency, teamwork, and long-term sustainability and is dedicated to helping C.U.R.E. make a lasting difference.

COASTAL BEND CO-DIRECTOR

SANDRA
Sandra DeLeon. Sandra is a devoted mother of nine, and proud grandmother of 28. Alongside her husband, Daivid, she has fostered 19 children, providing a loving home to youth in need. Sandra also served at the Nueces County Juvenile Justice Center, supporting at-risk youth and their families. Additionally, along side of David, she ministered to children and families affected by human trafficking and prostitution in South America. She is passionate about restoration, family unity, and advocating for justice and rehabilitation.

CHRISTI 2
Christi Phifer. Christi is a dedicated NRCMA whose compassion for people inspired her to pursue a career in the medical field. Motivated by a genuine desire to make a difference, she brings empathy, resilience, and a strong sense of purpose to both her work and personal life. With a loved one currently incarcerated, Christi has developed an even deeper commitment to advocacy. She strives to share meaningful information, support others facing similar challenges, and stand up for those whose voices often go unheard. Guided by her core values and unique personality, Christi continues to build a path centered on service, understanding, and positive impact—both within healthcare and in her broader community.

HOUSTON AREA

Lisa Stocker. Lisa is a faith-driven advocate dedicated to supporting families impacted by incarceration within the Texas Department of Criminal Justice (TDCJ). Lisa’s advocacy focuses on strengthening families, promoting hope, and helping communities rebuild through compassion, education, and spiritual support. A former Army spouse of 21 years, Lisa brings resilience, discipline, and a deep understanding of service to her work. She also has a strong background in customer service, including experience as a Human Resources specialist, which equips her with the skills to effectively support individuals and families navigating complex systems. Her work bridges ministry and justice reform, ensuring that families of incarcerated loved ones are seen, heard, and supported.

HOUSTON AREA CO-DIRECTOR

Barbara Tyler. Barbara is a Lead Safety Expert in the oil and gas industry. She is passionate about advocacy and rehabilitation. Barbara is committed to our 2nd Chance Employer Program finding 2nd Chance employers across the State and connecting reentering citizens with gainful employment. Additionally, Barbara is working on opening a Houston area Transition Home to help those in need of independent living as they reintegrate.
